A lot of the shops we talk to in the Gulf are run by Pakistani families: grocery stores, mobile shops, electrical and building material traders in Deira, Sharjah and Abu Dhabi. The UAE is about to change how business invoices work, and the deadlines are close. Here is what matters for a shop or a small trading company.
VAT invoices: what the UAE expects today
UAE VAT is 5%. For counter sales to the public, retailers can issue a simplified tax invoice. You need a full tax invoice for sales above AED 10,000 or when you sell to another business. A full tax invoice must show:
- The words "Tax Invoice"
- Your business name, address and 15-digit TRN
- A sequential invoice number and the date
- The VAT amount in AED
Invoices should be issued within 14 days of the sale. Advisers report a fine of AED 2,500 for each missing or incorrect tax invoice, which adds up fast if your billing is done by hand.
E-invoicing: the 2027 timeline
In 2026 the Ministry of Finance confirmed a phased rollout of electronic invoicing. Invoices will be sent as structured data through an Accredited Service Provider rather than as PDFs or paper.
Quick facts: UAE
| Revenue AED 50m and above | Appoint a provider by 30 Oct 2026, go live 1 Jan 2027 |
|---|---|
| Revenue under AED 50m | Appoint a provider by 31 Mar 2027, go live 1 Jul 2027 |
| Government entities | Go live 1 Oct 2027 |
| Sales to consumers (B2C) | Out of scope under the current guidelines |
The important point for retailers: the Ministry's guidelines cover business-to-business and business-to-government sales. Your till receipts to walk-in customers are not part of the first phases. But if you also supply contractors, restaurants or other shops, those invoices will be.
What this means for your software
- Your POS should keep B2B and retail sales clearly separate
- Customer TRNs need to be stored and printed on business invoices
- Invoice numbers must be sequential with no gaps
- Ask how the software will connect to an Accredited Service Provider before 2027
- Bilingual English and Arabic invoices are worth having, even where not strictly required
What to ask a POS vendor in the UAE
- Can it issue both simplified and full tax invoices from the same counter?
- How will B2B invoices reach an Accredited Service Provider, and what does that cost?
- Can I run several branches or a warehouse from one system?
- Does it handle stock in cartons and pieces, and supplier price updates in bulk?
- Who supports me, and in which time zone?
Branches, cartons and credit customers
Most UAE traders we speak to are not single counters. There is a shop in one area, a small warehouse somewhere cheaper, and a list of regular customers who pay at the end of the month. That is where spreadsheets break first: stock moves between locations, a carton is sold as pieces, and nobody is sure what a customer really owes.
Before worrying about e-invoicing, make sure your software can move stock between branches with a record, sell in cartons and pieces from the same item, and keep a running balance for every credit customer. Those habits make the e-invoicing switch much smoother, because your invoice data is already clean.
A preparation plan before July 2027
- Now: list which of your sales are retail and which go to other businesses
- By end of 2026: collect TRNs for every business customer and store them in your system
- Early 2027: ask your software vendor which Accredited Service Provider they work with and test a sample invoice
- Before 31 March 2027: appoint your provider if your revenue is under AED 50 million

Does UAE e-invoicing apply to retail shops?

When does e-invoicing start for small businesses in the UAE?
Businesses with revenue under AED 50 million must appoint an Accredited Service Provider by 31 March 2027 and go live on 1 July 2027.
What is the VAT rate in the UAE?
The standard VAT rate in the UAE is 5%.
