Qatar is the one Gulf market in this series where there is no VAT today. That makes it tempting to keep billing on paper or in a basic app. It is also exactly why now is the right time to clean up your system, before the rules arrive and every vendor in Doha starts selling "VAT-ready" software in a hurry.
What is confirmed and what is not
Quick facts: Qatar
| VAT | Not in force as of October 2026 |
|---|---|
| Expected VAT rate | Widely expected at 5% under the GCC framework, not confirmed |
| E-invoicing law | Draft law approved by the Council of Ministers in May 2026, not yet final |
| Taxes in force today | Corporate income tax, excise tax, withholding tax |
Public statements in 2026 suggested VAT is coming soon, but no law, rate or start date has been published. The e-invoicing draft still needs to pass the remaining approval steps. Reports suggest it will follow a model similar to Saudi Arabia, starting with large businesses.
Why prepare now
When Saudi Arabia and the UAE introduced VAT, the shops that struggled most were the ones whose records were in notebooks. Suddenly they needed sequential invoice numbers, tax amounts on every line and clean stock records, all at once. Shops that already used proper billing software just switched on a setting.
- Get every sale into one system with sequential bill numbers
- Keep customer and supplier ledgers digital, not in a register
- Separate retail sales from sales to other businesses
- Keep item prices and stock accurate so a tax rate can be added cleanly later
- Make sure you can print Arabic and English
What to ask a POS vendor in Qatar
- When VAT is announced, how quickly can tax be added to my items and bills?
- Will the software support e-invoicing if the draft law becomes final?
- Can it handle multiple branches, a warehouse and delivery notes?
- Does it work with cards, cash and credit customers in one day-end report?
- Who supports me locally or on WhatsApp?
What happened when VAT came to the UAE and Saudi Arabia
When VAT arrived in the UAE and Saudi Arabia in 2018, shopkeepers had only a few months to adjust. Prices on shelves had to be reviewed, invoices needed new fields, and returns had to be filed on time. The shops with digital sales records adjusted their item prices and printed compliant invoices within days. The shops on paper spent weeks reconstructing their sales, and some paid penalties while they caught up.
Saudi Arabia then added e-invoicing in phases, each wave reaching smaller businesses. If Qatar follows a similar path, as the draft law suggests, small shops will eventually need compliant software anyway. Starting early simply means you choose calmly instead of in a rush.
A 30-day clean-up plan
- Week 1: put every item into one list with a clear name, cost and sale price
- Week 2: count stock and record opening balances for credit customers and suppliers
- Week 3: bill every sale through the system, with sequential numbers
- Week 4: review day-end reports and fix any item or price that keeps coming up wrong

Does Qatar have VAT?
Not as of October 2026. Officials have signalled that VAT is coming, but no law, rate or start date has been published.
Is e-invoicing mandatory in Qatar?
Not yet. A draft e-invoicing law was approved by the Council of Ministers in May 2026 but still needs further approval before it takes effect.
Should a Qatar shop buy POS software now?
If your sales, stock and customer credit are still on paper, yes. Clean digital records make the switch to VAT and e-invoicing much easier when the rules arrive.
