POS Software in Pakistan (2026): FBR Rules, Tier-1 Shops and the New Fixed Tax Scheme

Does your shop need FBR-integrated POS in 2026? Tier-1 tests, invoice and QR rules, penalties, the new small-shopkeeper fixed tax scheme, and what to ask a POS seller.

US Umer Shafique5 min read

Every week a shopkeeper asks me the same thing at our counter in Saddar: "Do I need FBR wala POS or not?" The honest answer is that it depends on which kind of retailer you are, and the rules moved again in 2026. Here is the plain version, with the official sources at the bottom so you can check every line yourself.

First, are you a Tier-1 retailer?

FBR splits retailers into Tier-1 and everyone else. If you tick any one of the boxes below, FBR treats you as Tier-1, and Tier-1 shops have to connect every counter to FBR for real-time invoice reporting.

  • You are part of a chain or a franchise
  • Your shop is in an air-conditioned mall or plaza
  • Your electricity bills crossed Rs 1.2 million in the last 12 months
  • You are a wholesaler-cum-retailer
  • Your shop is 1,000 sq ft or bigger
  • You accept cards through a bank POS machine

A lot of electrical, hardware and grocery wholesalers in Raja Bazaar, Saddar and Hall Road fall into Tier-1 just because they also sell retail over the counter. Check this before anything else.

What FBR expects on every bill

For Tier-1 retailers, a bill is no longer just a parchi. According to FBR's POS booklet, every invoice needs:

  • An FBR invoice number, issued in real time
  • A QR code generated from that number, printed on the receipt
  • Your NTN/STRN and the POS registration number
  • The tax rate and tax amount for each line
  • Offline bills uploaded within 24 hours once the internet is back

Records have to be kept for six years. This is the part where a register or an Excel sheet simply cannot keep up.

The 2026 fixed tax scheme for small shopkeepers

In mid-2026 the government announced a fixed tax scheme for single-shop retailers with annual sales up to Rs 200 million. News reports say it costs roughly 1% of turnover with a minimum of Rs 25,000, and shops that join are excused from the POS integration requirement. Tier-1 retailers and jewellers are not eligible.

Worth checking: We could not find the final SRO text on FBR's website at the time of writing, so treat the exact numbers as reported, not final. Confirm with your tax adviser before you decide.

Even if you join the scheme and skip FBR integration, you still need to know your sales, your stock and who owes you money. The tax rule is one thing. Running the shop properly is another.

What to ask any POS seller in Pakistan

  • Can you make a 10-item bill in front of me in under a minute?
  • Does the customer's udhaar balance print on the bill?
  • If I am Tier-1, how does FBR integration work with your software, and who is the licensed integrator?
  • Can I update 500 supplier prices in one go from Excel or a PDF?
  • Who picks up the phone at 8pm on a Saturday?
  • Will you put the licence, update and support terms in writing before I pay?

A real example from our counter

At Star Electric we sell thousands of electrical items, from 1.5mm wire by the coil to breakers and fans, to walk-in customers and to contractors on credit. Before we moved to a proper system, closing the day meant a calculator, two registers and an argument about which bill was missing. Supplier price lists arrived every week and someone spent half a day updating prices by hand.

Once billing, stock and khata were in one system, three things changed quickly. The day closed in minutes instead of an hour. Contractors stopped disputing balances, because the running balance printed on every bill. And we could finally see which items had not sold in 90 days, which is how we started clearing dead stock instead of buying more of it.

A simple 30-day plan to switch

  • Week 1: clean your item list in Excel. One naming pattern, brand, size, cost price, sale price.
  • Week 2: count opening stock on one quiet day and enter your top 30 credit customers' balances.
  • Week 3: run the new system alongside your register for a few days and fix anything that looks wrong.
  • Week 4: stop writing in the register. If you are Tier-1, finish FBR integration before you go fully live.

Frequently asked questions

Is FBR POS integration mandatory for every shop in Pakistan?

No. It is mandatory for Tier-1 retailers. Smaller single-shop retailers are not Tier-1, and under the 2026 fixed tax scheme, eligible small shopkeepers are excused from POS integration.

What happens if a Tier-1 retailer does not integrate with FBR?

According to FBR, the penalty starts at Rs 500,000 and rises with each repeat, and the shop can be sealed. A non-integrated Tier-1 retailer can also lose part of its input tax.

Do I still need billing software if I join the fixed tax scheme?

The scheme changes how you pay tax, not how you run the shop. You still need a clean record of sales, stock and customer credit, which is what billing software is for.
